A popup will state if the command has been successfully executed or not. If not, please make sure the file exists in c:program files (x86)common filesoutlook security Manager

I’ve got a user that gets an error in Encompass when she tries to milestone a loan. She gets a popup box from RunDLL that says «There was a problem starting secman64.dll. The specified module could not be found. I verified that the DLL does actually exist (in C:Program Files (x86)Common FilesOutlook Security Manager).
I tried completely uninstalling Encompass by running the uninstaller, then deleting every file in Program Files and the user’s AppData folder related to Encompass, removing every Encompass/EllieMae registry key, and ensuring that all Encompass-related services have been removed to ensure it was gone. I then uninstalled Office365 (as it seems secman64.dll is an Office dll), reinstalled Windows 10, reinstalled Office, then reinstalled Encompass. Still got the issue.
After that, I checked the integrity of the hard drive and filesystem by running chkdsk, sfc, HDDScan, and the hard drive manufacturer’s health check utility. All came up good. I attempted to unregister and re-register both secman64.dll and secman.dll using regsvr32, but both unregistering an re-registering both dlls failed with the same error as Encompass gave — that neither dll could be found. I checked the permissions on the Outlook Security Manger folder, and they look good. But the issue still won’t go away.
I’m at a loss on how to solve the issue. Given that the same error is produced when I run regsvr32 as when I run Encompass, I’m assuming it’s not an Encompass-specific issue. My best guess is that the issue is related to some feature of the dlls themselves or a containing folder, although I cannot think of what it would be as the hard drive and filesystem look fine, the permissions on the folder look fine, and the files themselves were replaced when Office was reinstalled. Has anyone else seen this issue before?

since a few days ago I started getting the message «There was a problem starting secman64.dll. The specified module could not be found». This happens all the time I am starting ms/outloook 2013 and can’t figure out why,
After clicking the Ok button, everything looks normal.
After googling, I have fount a reccomendations as per below.
But as I tried to follow the reccomendations I could not find the folder «c:program filescommon filesOutlook Securuty manager» as there is nothing there as it may be seen below.
