think i found the solution.
i don’t know is it ok to do this, but it worked for me.
so, you have two explorer.exe in your windows
one in C:WindowsSystem32
and the other in C:Windows
.
when you want to open the first one it shows
This Application only runs under WinPE or WinRE.
error.
but second one is ok and work properly.
so i just copy C:Windowsexplorer.exe
to C:WindowsSystem32
and replace it.
Note that it’s better to keep the original file somewhere in case it cause a problem.
and now it works fine.
hope i helped.

As far as I’m told it’s the Common Item Dialog, not explorer that opens up your browser. So the solution posted by ahmadreza moodi did not help me while solving this issue.
This error appears in most programs that you try to browse files not only Android Studio, but it will also happen even if you try to open a folder when using cmd.
What helped me is only a Windows Repair Install, but it only lasted a few days before the error was back. I currently have no idea how to solve it permanently.

This application only runs under WinPE or WinRE (Explorer)
Hello all,
I just got a new PC, installed Windows 10, updated them and I cannot seem to use Explorer within any apps.
So example even in Visual Studio if I click browse I get the error message «This application only runs under WinPE or WinRE» as seen in the attachment.
It’s the same if I create a .bat file and call a certian let’s say drive to open. Or in any other app.I did a bunch of Googeling but am unable to find a solution. The only one I found stated to replace the explorer.exe in C:/Windows/system32 with the one found in C:/Windows. I replaced it, but it has no effect. If I just simply click on the Explorer.exe that is located in the system32 directory I get the same error, after replacing it it opens up the explorer but still no software can use explorer.exe
It’s Windows 10 Pro 1909 (18363.815).
Any help is greatly appreciated since this is driving me mad.

Windows 10 Explorer Crash, WinPE or WinRE error message when attempting to restart explorer.exe
I’ve helped reinstall Windows 10 Pro 64 bits on a friend’s computer, but she reports that randomly, the start menu doesn’t work, and sometimes it just freezes explorer entirely when she tried going to the music folder.
When going to task manager and attempting to end the explorer.exe task, the whole wallpaper disappears, and when attempting to restart it as a new task, A window pops up showing:
[ Explorer ]
X This application can only run under WinPE or WinRE.
I’ve never seen this error message before, and don’t understand it either in this context. Perhaps one of you can teach me why this error happens and what I can do to fix it?

Seconded. This issue occurs when trying to run `explorer.exe` from anywhere. There is apparently a version of it in the System32 directory in addition to a copy in C:Windows. System32 appears first in $PATH and the copy found there appears broken. If you run the version under C:Windows there is no issue. Very curious.

Yes here’s the solution…
so you have two versions of explorer.exe right ?
1. Windows folder and another
2.System 32 folder
double click both of them and see which one works fine, then delete or move somewhere safe which was showing you error incase you need it in future,
The replace that with the working one copy—- paste
