A developer of the nuget-package manager suggested in 2019 to disable tls 1.3 as a workaround (see issue 7705).

Open Registry Editor by pressing Win + R and type regedit Enter

Navigate to:

HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlSecurityProvidersSCHANNELProtocolsTLS 1.3Client

Change the value of DisabledByDefault key 0 to 1

Then restart the Visual Studio.

Read more about TLS on wikipedia
Read more about issue 7705 w.r.t. NuGet at github

3rd party edit

Be aware that this disables tls 1.3 for the os not just for nuget or dotnet.
Windows 10 version 1909 did contain an experimental implementation of TLS 1.3 but later versions should be fine. Based on one answer from Unable to browse nuget packages you can test if tls is the problem via a console programm

static async Task Main(string[] args)
{
    var client = new HttpClient();
    string uri = "https://apiint.nugettest.org/v3-index/index.json";
    var response = await client.GetAsync(uri);
    string msg = "If you see this, your machine has no TLS/SSL issues with nuget.org";
    Console.WriteLine(msg);

}

I have stumbled across this issue when trying to run nuget.exe via Jenkins (configured as a service, by default using Local System account). I have edited C:WindowsSystem32configsystemprofileAppDataRoamingNuGetNuGet.Config file which looks like the following:

<?xml version="1.0" encoding="utf-8"?>
<configuration>
    <config>
        <add key="http_proxy" value="http://proxy_hostname_or_ip:3128" />
        <add key="https_proxy" value="http://proxy_hostname_or_ip:3128" />
    </config>

  <packageSources>
    <add key="nuget.org" value="https://api.nuget.org/v3/index.json" protocolVersion="3" />
  </packageSources>

</configuration>

In order to test command prompt can be started via PSTools:

psexec -i -s CMD

and actual test run in the newly created cmd windows (runs as Local System):

path_to_nugetnuget.exe restore "path_to_solutiontheSolution.sln"

Alexei - check Codidact's user avatar

This can also happen due to authentication issues, so you may need to re-authenticate to Visual Studio.

In that case, you can simply run the following command from the folder where your package.config file is located (usually you project’s root):

dotnet restore --interactive

You will be prompted to visit a pairing URL from your browser and enter a pairing code, for instance:

To sign in, use a web browser to open the page https://microsoft.com/devicelogin and enter the code C2DEJ87H to
authenticate.

This requires the .NET CLI, which is included in the .NET Core SDK that can be installed from https://learn.microsoft.com/en-us/dotnet/core/install/windows

Furthermore, if no sign-in prompt appears upon running the nuget restore command, your installation may be missing the artifacts-credprovider nuget plugin, which you can install with:

iex "& { $(irm https://aka.ms/install-artifacts-credprovider.ps1) }"

I had a similar issue trying to connect to my private TFS server instead of the public NuGet API server. For some reason I had an issue between the AD server and the TFS server so that it would always return a 401. The NuGet config article shows that you can add your AD username and password to the config file like so:

  <packageSourceCredentials>
      <vstsfeed>
          <add key="Username" value="yourname@company.com" />
          <add key="Password" value="this is an encrypted password" >
          <!-- add key="ClearTextPassword" value="not recommended password" -->
      </vstsfeed>
  </packageSourceCredentials>

This is not quite an ideal solution, more of a temporary one until I can figure out what the problem is with the AD server, but this should do it.

In my case, the problem was that I was building on an older Win7 virtual machine.

I found this fix from https://github.com/NuGet/NuGetGallery/issues/8176#issuecomment-683923724 :

nuget.org started enforcing the use of TLS 1.2 (and dropped support
for TLS 1.1 and 1.0) earlier this year. Windows 7 has TLS 1.2 disabled
by default (check the DisabledByDefault value under
HKLMSYSTEMCurrentControlSetControlSecurityProvidersSCHANNELProtocolsTLS 1.2Client in your registry). To enable the support, please make sure you have an update (*) installed and switch the support on:

reg add HKLMSYSTEMCurrentControlSetControlSecurityProvidersSCHANNELProtocolsTLS 1.2Client" /v DisabledByDefault /t REG_DWORD /d 0 /f /reg:32
reg add "HKLMSYSTEMCurrentControlSetControlSecurityProvidersSCHANNELProtocolsTLS 1.2Client" /v DisabledByDefault /t REG_DWORD /d 0 /f /reg:64
reg add "HKLMSYSTEMCurrentControlSetControlSecurityProvidersSCHANNELProtocolsTLS 1.2Client" /v Enabled /t REG_DWORD /d 1 /f /reg:32
reg add "HKLMSYSTEMCurrentControlSetControlSecurityProvidersSCHANNELProtocolsTLS 1.2Client" /v Enabled /t REG_DWORD /d 1 /f /reg:64

The (*) update referred to was Microsoft kb3140245:
Update for Windows 7 (KB3140245)

I installed the update, rebooted (as requested by the update), added those registry keys, and then Nuget worked fine.

One of your nuget sources may be unreachable.

At the moment of writing, AspNetCore (https://dotnet.myget.org/F/aspnetcore-dev/api/v3/index.json) seems to have an expired certificate or have been removed entirely.

Can't access the JSON file

Simply removing the nuget source from your settings should solve this issue

If you are getting this error, but you don’t have a proxy server, you can go to

%userprofile%AppDataRoamingNuGetNuGet.Config

And comment this lines:

<config>
     <!-- Proxy settings -->
     <add key="http_proxy" value="host" />
     <add key="http_proxy.user" value="username" />
     <add key="http_proxy.password" value="encrypted_password" />
</config>

It worked for me because I was getting that error, but I don’t have a proxy server.

It is worth noting that there was a bug with .net core SSL authentication that could cause this. Disabling their latest networking stack implementation, solved this issue for me.

You can set this permanently or just launch your app using:

I was using an older version of Nuget on VS2010, where it defaults to TLS 1.0
here it can be fixed by changing the default TLS version used by .Net framework which is configured in Registry keys

reg add HKLMSOFTWAREMicrosoft.NETFrameworkv4.0.30319 /v SystemDefaultTlsVersions /t REG_DWORD /d 1 /f /reg:64

reg add HKLMSOFTWAREMicrosoft.NETFrameworkv4.0.30319 /v SystemDefaultTlsVersions /t REG_DWORD /d 1 /f /reg:32

FYI

NuGet.org will permanently remove support for TLS 1.0 and 1.1 on June 15th. Please ensure that your systems use TLS 1.2.

You can refer to this link for info on TLS 1.2 support

If you are a Windows user, you may either remove or update your credentials in Credential Manager.

In Windows 10, go to the below path:

Control Panel → All Control Panel Items → Credential Manager

Or search for «credential manager» in your «Search Windows» section in the Start menu.

Then from the Credential Manager, select «Windows Credentials».

Credential Manager will show many items including your outlook and GitHub repository under «Generic credentials»

You click on the drop down arrow on the right side of your Git: and it will show options to edit and remove. If you remove, the credential popup will come next time when you fetch or pull. Or you can directly edit the credentials there.

I spent a day on this and tried everything here.
For me it was that I didn’t update my password in Visual Studio!

I had changed my work Microsoft account password last week or so, I also use that account to login to visual studio, however I wasn’t prompted to update it and was not logged out of Visual Studio, it remained logged in. When I clicked on my initials in the top right of visual studio > Account settings > under All Accounts the work account had yellow exclamation triangle warning sign next to it, updated the new password, then updated some packages, dotnet restore, cleaned & rebuilt and the errors are gone.

Some development environment may not be using neither a browser nor a proxy.

One solution would downloading the package from nugget such as the https://dotnet.myget.org/F/dotnet-core/api/v3/index.json to a shared directory then execute the following:

dotnet add package Microsoft.AspNetCore.StaticFiles -s "shared drive:index.json"

I hope that works for you.

I have a couple Windows 2016 Servers where Visual Studio couldn’t connect to NuGet. After trying virtually every other suggested fix (registry changes, Visual Studio/NuGet related cache clearing or file/config changes), the below is what resolved it for us.

We have a Group Policy (GPO) with the ciphers set and I added these ciphers to our GPO cipher list for it to work.

TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384

OK I tried all the answers above and hope my registry is not now hosed. But this appears to have fixed it for me:

https://learn.microsoft.com/en-us/answers/questions/959588/visual-studio-2022-won39t-connect-to-nuget.html

enter image description here

Add this: TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384

To the comma-separated string in this:

HKLMSOFTWAREPoliciesMicrosoftCryptographyConfigurationSSL0010002

I hope this helps the next person who hope to make a fun quick Saturday morning proof-of-concept, and then winds up spending 3 hours searching for a fix!!!

Можно попробовать версию ниже. 14 или 16 к примеру. М.б были обновлены какие то системные библиотеки и теперь они мешают запуску сервера.

nuget

Following error received when searching for packages in the package manager

@rrelyea

What version of NuGet are you using in VS?
can you please send a fiddler trace to support@nuget.org

This is likely a bad proxy, or an older version of NuGet?

@klaykuban

NuGet package Manager v 3.4.4.1321

How can I find the fiddler trace? I’m fairly new to visual studio and such.

@dmantovani73

Today I’m experimenting the same problem (in the past few days everything worked fine). If I run Fiddler I don’t see any HTTP call but I got the error. What can I do?

Thanks

@klaykuban

I finally ran Fiddler and saw the same. No HTTP but have the error

@dmantovani73

Finally I found the issue, at least in my case: if no Windows HTTP proxy is specified, NuGet uses (if present) the HTTP Proxy specified in the environment variable http_proxy.

@klaykuban

Were you able to fix the issue?

@dmantovani73

Yes, removing the env var http_proxy fixed the issue (in my case).

@klaykuban

Sorry i’m not too familiar with how to do that. How can i remove that env var?

@dmantovani73

Open «System Properties» > Advanced > Environment Variables. Find the http_proxy var (in System variables), select and delete it.

@nkuhan

In mac os x shell I typed
export ALL_PROXY=proxy ip address :port number
then typed
dotnet restore
It’s work fine

@KasunKoswattha

For me, a simple VS restart fixed the issue.

@HydTechie

  1. Copy Nuget.exe by any peer projects via copying .nuget folder to «NONWorking» project folder..
  2. In windows, IE has proxy settings, some times its gets checked for no great reason… uncheck, if you dont use proxy.
  3. restore the solution in VS 2015.. I got it resolved on my machine.

@vsg24

For me removing the .nuget folder located in C:UsersYourNameHere fixed the problem.

@9Rune5

Would be nice if the error message could say «cannot reach 93.184.221.200» or similar (basically tell me which host or IP that couldn’t be reached).

Today our IDS had blocked nuget, because it believed the nuget host had performed a port scan on us. I doubt that is likely (far more likely that our frequent builds trigger lots of traffic to the nuget servers and this confused a poorly configured IDS).

In any case..: A nicer error message would have sorted out our problem faster.

@solomon1271

Restarting VS works for me too.

@tyeth

Had no environment variables mentioned here, was using new .Net IDE called Rider, on ubuntu, libcurl3 was already present.

Ended up setting the IDE to use a proxy and then saved and then set to no proxy and saved.
Solved.

Thought it was a versioning issue as I’m using an old vs2015 project, but even changing the version used by project didn’t help. Although it resolved a separate issue for me as mono supported .net >=4.5 and I had it targetting 4.5 but forgot I needed a nuget package thats linked to 4.6 :)

@AndreiRinea

Had the same issue today, removed .nuget folder from my profile folder and it started working again. The other things before (env var etc.) didn’t work.

@Luca4k4

Hi, i’ve the same problem.. I tryed to remove .nuget folder but it is still not working. In my environment variables i did not find any http_proxy var. I’ve this problem for days, please help me to solve it! :(

@VishalTank3010

I have the same problem. Can I manually download and install the package in my project?
Actually, I have installed the same package( Which I want in a new project but this problem sucks) in another project, So is there any way to use it in another project directly?

@VishalTank3010

Go for Settings ( Global Settings of your PC ) > Network and Internet > Proxy > Automatic Proxy Setup > and set Automatically detect settings to off. This Works for me…. Try this …

If in Linux, I was able to get restore working on my Solus box by first running
export DOTNET_SYSTEM_NET_HTTP_USESOCKETSHTTPHANDLER=0. Once I did that, dotnet restore worked.

export DOTNET_SYSTEM_NET_HTTP_USESOCKETSHTTPHANDLER=0
dotnet restore

@ben-tcgplayer

@alensiljak

@microsmith, thank you for the hint! In my case it was the firewall!

@shiro997

I tried to remove the .nuget folder located in C:UsersYourNameHere and the error continues, what can I do in that case?, I’m working in vs 2019

@AndnixSH

For me, open Fiddler 4 temporary fixed the problem but closing it causing error again.

@AndnixSH

@Rugved

This worked for me

  1. Close the visual studio
  2. delete .vs folder from the root of your project
  3. Re open the visual studio and compile.

@Insighter2k

Just wanted to point out an additional tip. I have struggled as much as you guys, but the problem was that the docker image does not know my proxy server. It cannot resolve any dns entry, so I have added the HTTP_PROXY / HTTPS_PROXY to my dockerfile as arguments with the ip-address instead of the dns name.

ARG HTTP_PROXY=http://<ip>:<port>/
ARG HTTPS_PROXY=http://<ip>:<port>/

@kaceper11

This worked for me

  1. Close the visual studio
  2. delete .vs folder from the root of your project
  3. Re open the visual studio and compile.

Worked for me

@BorisTeskera2019

I have the same issue as you and I try all possible combination from internet bu my error is still active.
When I try to build I get error:

I use VS 2019 Community Edition.

@kimdungoc

Finally I found the issue, at least in my case: if no Windows HTTP proxy is specified, NuGet uses (if present) the HTTP Proxy specified in the environment variable http_proxy.

You save my life bro.

@stephen-pilli

export DOTNET_SYSTEM_NET_HTTP_USESOCKETSHTTPHANDLER=0. Once I did that, dotnet restore worked.

export DOTNET_SYSTEM_NET_HTTP_USESOCKETSHTTPHANDLER=0
dotnet restore

worked well with new ue5 early access on linux.

@Lecarvalho

I tried a lot of things you guys said but that just works when I restart the pc.

I don’t know if it’s related but I was connected to a vpn just before the error started.

@RLashofRegas

Would appreciate if anyone could help me: https://serverfault.com/q/1101866/563885 seems I have the same setup as @Lecarvalho (Ubuntu in Dev Container) but his fix appears to be «it magically started working again». I’m on a company laptop but not on a VPN. Possible my company has some sort of redirect that’s messing up from within the container, but not sure how to figure that out.

@AlFalahTaieb

@RLashofRegas

@AlFalahTaieb no, I was not able to fix it. I have resorted to using a GitHub Codespace as it doesn’t have the same problem.

@KohrAhr

Still doesnt work with VS2019/VS2022

@SBANASGH

I had the same problem after upgrading to vs2022 17.4.0 preview 2.1. It can be accessed in the browser, and the dotnet restore command is also normal, but accessing the Nuget package manager and restore in VS fails.

@hassanshamshir

What will be in case of Dockerfile for window image?

@hassanshamshir

I am getting the following error while running MVC .Net Framework application while building docker images by using Dockerfile.

@matusqo

Same error occured all of a sudden an 30 minutes ago without any warning, nothing changed, in the middle of development! I tried VS2019 and it works for the same sln file

@umeshgit12997

one of the classic reason…

Possible Problem: Stale Artifactory Credentials in Credential Manager
You have saved credentials for your artifactory in credential manager. If your system/SSO credentials changed recently then this will happen.

Solution: Update/Remove Saved credentials from Credentials Manager
Go to Windows => Credentials manager => Windows Credentials => Generic Credentials => [Artifactory related Credentials] => Remove.

When you rebuild from visual studio it will again ask for fresh credentials. It’s upto you whether want to save or add every time.

Credential manager — 1

Enter credentials after rebuild in VS 2
