I get error message «Unable to merge new configuration. Use BDE Administrator to merge your new configuration.” during installation. I found a post on another forum that said:
«I’ve got around the problem by changing the BDEConfig CA’s conditions under which it will run. «
My question is how do I modify the permissions or conditions of the BDE Merge Module so that I can control how it runs?
The error seems to be caused by the fact that during the BDE installation the module attempts to access or change the CFG file under the current user and it runs into permission problems.
If an install process launches when a user with «user» rights/permissions launches the Client but not when an Administrator launches the client, then you have a permissions issue with a specific folder on the Client PC.
This behavior may be associated with a 1706 error during client launch and/or the error «Unable to merge new configuration. Use BDE Administrator to merge your new configuration.»
SurveyTracker needs permission to this folder and its subfolders:
C:Program FilesShared FilesBorland
It’s also possible that this registry needs permissions as well (try the folder permissions first):
HKEY_LOCAL_MACHINESOFTWAREBorland

We have an application that was written in Delphi 5 that uses the BDE. We have just decided to try and support running the application with non-administrator privileges in Windows XP & Vista.
We have been trialing the InstallShield 2.03 to see if it will achieve what we need in terms of installing the application, however there have been issues running the installed application as users other than the administrator.
The problem resides in installing the BDE. I created a Basic MSI InstallShield project which was used as the base to install this application. To install the BDE I selected the BDE_ENT redistributable merge module and configured it for use with the Paradox driver.
All aspects of the install seem to be fine. It installs and runs as the administrator, however if after installation I switch to another user and attempt to run the application, it does not start the application immediately but rather attempts to install or merge something for the database. This operation fails giving the following message:
«Unable to merge new configuration. Use BDE Administrator to merge your new configuration.
I have been unable to find a solution to this problem and was wondering if anyone could give me a hint as to where to start looking to solve this problem.

Hi,
It should install into :Program Files (x86)MailwareMagic 2011. If it is not there (and it sounds like it is not) then something is holding up the install. Try closing all programs esp. any that use the BDE (Borland Database Engine) like Corel products (WordPerfect, Corel Draw, Painter). If you still cannot get it to install I will be happy to look at it for you. We can set up a join.me session and I can trouble shoot it for you.
Advanced Tip: You can manually install Mailware in a pinch. You will need all the files in a zip file. Contact me and I will be happy to send them.

During the install I got the following error:
«Unable to merge new configuration. Use BDE Administrator to merge your new configuration»
However, it seems to have finished the install just the same and runs.

Hi Mike,
You have another program that uses the BDE. You can ignore the error message. It will not affect Mailware Magic.
We will be creating a separate install without the BDE for anyone who receives this error and cannot finish the install (unlikely).

OK, I finally installed this — installation seemed to go fine, but the program pops error messages galore and doesn’t seem to be able to actually DO anything. Some error pop-ups below:

Hi Jim,
The problem is with Windows permission issues. The install was not able to create the data directory for you. Easy fix is to download the data in a zip file from the link below and install it to C:userspublic. It will unzip into 2 folders (MagicData and MyMagicData).

FYI, we used to install the data with the program into the Program Files folder, but Windows won’t let you do that anymore. It is all about security (viruses, worms etc.). Hopefully one day none of that will be necessary, but until all the bad guys die in cheesy Hollywood death scenes we are stuck with it for a while.

Odd that this is the first program installed on my Windows 7 box that was refused permission to create the data directory. Why would this app have that problem? I presently have 288 programs installed — and many more since uninstalled — and not one has been refused permissions for the data directory creation, until now!
I uninstalled this program after encountering a lot of errors. Oh, and believe it or not I DID find the data directory during the uninstall process: it was on my J: drive, which is an external USB 2 drive that I prefer not to have any programs or program data on. It has only media files and backups. Why would the installer for your program put anything at all on an external USB drive? That’s a first also!
The deep uninstall I performed found 62 registry entries — some in every section of the registry: HKCU, HKLM, HKCR, etc. Plus the uninstall required the deletion of 319 leftover files and folders that were not removed by the programs uninstall routine. That’s not very good IMO.
