Symptoms
Assume that you set some AppLocker rules to control which applications can run on a computer that is running Windows 7 or Windows Server 2008 R2. However, when you try to start applications that are not blocked by the AppLocker rules, AppLocker incorrectly prevents the applications from running and you receive the following error message:
The system cannot execute the specified program
Cause
AppLocker maintains a cache to store the file attributes of the applications that are installed on a computer. AppLocker uses this cache to look up the file attributes quickly every time that you start an application, instead of computing those attributes again. When the cache reaches its maximum size, AppLocker removes entries from the cache to make room for new entries. Because of an issue in the way that AppLocker purges entries from the cache, the cache can sometimes become corrupted. In this situation, cache lookups start to fail. Therefore, AppLocker prevents applications from running, even though the AppLocker rules that are configured on the computer allow these applications.
The default size of the cache is large enough that most users will not experience this issue for a long time. Users who run lots of applications are more likely to experience this issue, because the cache reaches a size that triggers the purging logic.
Resolution
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Hi, Karnal. I got the same error on the exact same computer running the same OS: 64-bit Windows 7 Professional. Here is the solution.
You can check the BIOS version by pressing fn+esc while the computer is running. You can do this before and after the procedure to verify that the update occurred. (This will also tell you the computer’s serial number and some additional information.)
Make sure that the computer is plugged in, i.e., on external power, before you begin! 8-[]
BACKGROUND: I presume (from the messages that you’re getting) that you’ve already updated the HP Support Assistant to its latest release, but if not, do that first. Search the HP download site for it. In my case it updated the Support Assistant to release 8.3.50.9, and it also updated something called the HP Framework. NOTE: whenever I run the Support Assistant, I do it by right-clicking on it and selecting Run as administrator.
PROBLEM: The reason the BIOS installer throws «Unable to execute the specified command line!» is that the careless dolt(s) who put the package together neglected to ensure that the executable that that batch file is trying to call is in the %PATH%.
SOLUTION: In my case the Support Assistant got far enough to unpack the BIOS update stuff into a directory named C:SWSETUPSP77794 …so here is what I did:
- In Windows explorer, I went into directory C:SWSETUPSP77794
- There is a one-line batch file named Update.bat whose only line is: @Start HPBIOSUPDREC.exe
- Locate the file that that batch file is trying to launch, in this case HPBIOSUPDREC.exe; it should be in that same directory. (NOTE: Since I am on the 64-bit OS, I was tempted to run HPBIOSUPDREC64.exe instead, but I went with the one that the installer was going to run. I don’t think it matters. I suspect that either installs the same BIOS update.)
- Right-click on that *.exe file and select Run as administrator. Give it plenty of time to run.
I am now on: System BIOS 01.41 — 09/29/2016
Finally, launch Support Assistant again and delete the message about the BIOS update.

I have recently downloaded Visual Studio 2019 with the C/C++ extension.
I have tried to implement a simple TripleX game. The program seems to be compiling and running fine until I ask for user input.
As soon as I wrote

I am receiving the error message:

I have unblocked VS Code from my firewall, I have also tried installing the c++ build tools within the VS Installer, however I am still receiving this message?

Im making this post because I am at loss on what to do. I reinstalled windows 10 today because it somehow got corrupted and would not boot. After installing and downloading all my drivers/software I was about to finish with the only driver left being for my Madcatz MMO 7, along with the software for it. As soon as I double clicked the driver install a window pops up saying «error executing the specified program» in that window is «C:windowstemp/madcatz/range_mmo7_sd7_64_drivers/000000000setup.exe» -WEB click ok and another windows pops up «range_mmo7_sd7_000000000_64_drivers» and inside that window «unable to execute the specified command line!» This is my 3rd time installing windows on this pc and the first time I have ran into this issue. Iv gone to the file it says it cant execute, tried running as admin, tried to run under 8/7 to no avail. After about 3 hours of googleing nothing has helped.
Upon doing some research someone said to check windows services and search for «windows installer». They state that the startup type should be automatic, mine is selected to manual and that service stats should be running, mine iis stopped. I cant change anything aside from starting the service which dosent help my issue and doing a restart changes it back to stopped. I have changed my NrfsDisable8dot3NameCreation from 2 to 0, iv tried downloadind EVERY MS visual c++ package with them giving me an error saying im not on the proper OS or them installing and still not helping. Iv tried installing every MS visual studio file with the same scenario as visual c++. Only setting bios wise that has changed is SATA from Raid to AHCI. Any suggestions would be helpful.
*edit* Might be helpful but in device manager under mice there is HID-compliant mouse and Razer Blackwidow ultimate, which is my keyboard. If I disable HID-compliant mouse my mouse pointer get frozen on the screen and if I disable razer blackwidow nothing happens, same goes if I would uninstall razer blackwidow.
