Causes of Driver Issue (Code 39 Error)
1. Corrupted or missing / outdated driver.
2. A file within a device driver is referencing a missing or corrupted binary file.
3. Incorrect registry values.

How to Fix the Driver Issue with Code 39 Error
The below methods are some of common fixes for the driver issue of code 39 error. You can try them one by one until you find the one that works.
Method 1: Update Device Driver (Uninstall and Reinstall Driver)
Since corrupted or missing driver is one of the main causes of code 39 error problem, updating the device driver is the first fix that you could have a try.

Please check the device from the Data in the registry values as below to make sure you edited the correct device registry.
Step 4: After you located the correct path for the device, please delete the values for the following registry keys: LowerFilters, LowerFilters.bak, UpperFilters, UpperFilters.bak.
If there is no UpperFilters or LowerFilters in the registry, this method is not for you.
Step 5: Close the registry editor and restart your computer.
Method 3: Reinstall System or Perform a System Restore
If the above 2 methods can’t fix your issue, you may perform a system reinstall or a system restore. System reinstall can always fix most of your computer issues. Please make sure to backup the data before reinstalling Windows.

Как казалось, данная проблема с некоторых пор происходит после «ручной» установки драйвера на комп под управлением Windows 10.
Притом вне зависимости от того, как была выполнена процедура его установки — через Центр обновления Windows или с предварительной загрузкой драйверов (или целого пакета драйверов) с официального сайта производителя «железа» или со стороннего сайта-каталога драйверов.
Судя по отзывам юзеров, в числе наиболее популярных «дров», после установки которых Windows 10 выдает такую ошибку — драйверы видеокарт Nvidia и AMD, звуковых карт, а также и драйверы устройств и роутеров, то есть, действительно популярные.

И, похоже, проблемка уже успела обрести некие заметные масштабы. Поскольку несколько дней назад служба поддержки Microsoft в описании одного из последних апдейтов системы за номером KB4526424 даже рассказала немного о причинах этой ошибки и о том. что с нею делать.

В общем, саппорт Microsoft считает, что «вы получаете это сообщение, поскольку настройки функции Целостности памяти системы безопасности Windows не позволяет загрузить драйвер на ваше устройство».
В таком случае служба поддержки рекомендует для начала попробовать установить более новую версию драйвера (через учетную запись администратора системы) через Центр обновления Windows или тоже вручную с сайта производителя устройства.

Если же данный способ не подходит по причине того, что драйвер новее, чем тот, который не установился, найти так и не получилось, то Microsoft советует временно отключить функцию целостности памяти в системе.
Делается это, напомним, следующим образом:
- заходим в систему через учетную запись администратора (это важно);
- открываем «Параметры» (Windows+I);
- кликаем «Обновление и безопасность» > «Безопасность Windows» (слева) > «Безопасность устройства» (в списке справа) > «Сведения об изоляции ядра»:
- в окне «Изоляция ядра» отключаем функцию «Целостность памяти«;
- перезагружаем комп.
Саппорт Microsoft также напоминает, что проблема безопасности драйвера, даже если она незначительна, все равно может помешает нормальной его установке и работе.
Поэтому рекомендуется устранять ошибку «Не удалось загрузить драйвер на это устройство» именно в такой последовательности, т.е. сначала попробовать найти более свежий драйвер и только потом отключать «Целостность памяти».
