Symptoms
After you start the client connector on client computer, you may receive the following error message:
Cannot connect the computer to the server because either another software installation is in progress or, the computer has a restart pending. Either complete the installation process, or, restart the computer and try to connect it again.
Note This problem may continue to occur even after you restart the computer multiple times.
Note This issue occurs on the client computer when connecting to the server in the Applied To section. The resolution steps should be performed on the client computer.
Cause
This problem may occur because an earlier software installation on the client computer has left the computer in a restart pending state, and restarting the computer does not clear the state.
Resolution
Important To fix this problem, first restart the computer.

3 Antivirus programs, anti-spyware programs
Sometimes antivirus programs and anti-spyware programs might be blocking connections to the Internet.
Solution: Simply try disabling antivirus programs and anti-spyware programs and try again.
4 Router Firewall Blocking
It’s possible that your modem or router has its own firewall. They may prevent access to the remote web server.
5 Check third-party firewall
If you are running any third-party firewall applications such as Anti NetCut3, Tinywall, ZoneAlarm Free Firewall 2017, PeerBlock or any other, then simply check the settings on those applications as well and make sure Games and Application is allowed through those programs, or disable the firewall program and check again to see if the issue with connectivity has been resolved.

10 Ports and Socket Blocking
It is possible that the port used for the server connection has been banned by the administrator of your network or by the internet service provider (ISP).
Solution: Contact the administrator or ISP about the problem.
11 Invalid Credentials
When the server prompts you to provide your login credentials, it is possible that you are using an incorrect set of credentials (username and password or token)

Sometimes misconfigured DNS server can cause the problem.
The solution you can try is: Set up the right DNS server.
You can get Preferred DNS Server, to the number 8.8.4.4 and the Alternative DNS server to 8.8.8.8. These are Google Public DNS IP Addresses.
DNS stands for domain name system, and it is used to load web pages on the internet. When dealing with bad DNS, Google DNS returns accurate results. It also appears to be faster than the default DNS, which speeds up browsing. Google Public DNS is fast, dependable, and performs well.
14 Software Issue
Some software may have an issue with it, and when it requests a resource from the server, due to a software error, it simply displays «Unable to connect to server » with no reason or explanation.
It’s possible that the software you’re using to connect to the server is either out of date or not compatible with the server itself.
Solution: If you are using popular software then it will get fixed soon in the next update.
If you are using WordPress and get «Unable to connect to server» without any reason then try reinstalling WordPress Core. Also, check Your Plugins and Themes in WordPress which might cause this problem.
In the case of games and software that required a login, simply log out and log back in, this might fix the issue.
15 Games File Issue
Some of the game’s files may be corrupted and you may get unable to connect to the server issue because you are not able to connect to the server due to a file issue.

When I experienced this error in Visual Studio,
“A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 — Could not open a connection to SQL Server)”
…it was during the execution of the following C# code, which was attempting to obtain my SQL Server data to display it in a grid. The break occurred exactly on the line that says connect.Open():

It was inexplicable because the SQL query was very simple, I had the right connection string, and the database server was available. I decided to run the actual SQL query manually myself in SQL Management Studio and it ran just fine and yielded several records. But one thing stood out in the query results: there was some improperly encoded HTML text inside a varchar(max) type field within the Friends table (specifically, some encoded comment symbols of the sort <!--
lodged within the «Narrative» column’s data). The suspect data row looked like this:

Notice the encoded HTML symbol «<

I edited the one bad row I had by using this simple UPDATE statement below. But if you had several offending rows of encoded HTML, you might need a more elaborate UPDATE statement that uses the REPLACE function:

So, the moral of the story is (at least in my case), sanitize your HTML content before storing it in the database and you won’t get this cryptic SQL Server error in the first place! (Uh, properly sanitizing/decoding your HTML content is the subject of another discussion worthy of a separate StackOverflow search if you need more information!)
