OK, after a couple of hours trying EVERYTHING with adobe support, I found a solution that worked on my Windows 10 system.
I was getting this error suddenly and inexplicably in all projects, and could not work with any text at all even in new projects.
A low-level exception occurred in: Text (AEVideoFilter:11)
The solution was to delete a third party text I’d installed the day before (Arial Narrow), and REBOOT. Problem solved.
Hope this helps someone…there is another thread about this from 2017, but it’s still relevant today. Apparently, some third party texts can cause problems. I have several on my system, but this Arial Narrow is the first one that has been a problem. Luckily I remembered installing it…if it had been a while since I used PP, I’d have no idea which font might be the culprit!

AEVideoFilter 11 Error message
Hi, I’ve been getting this error message since last night while attempting to edit a project. I had my project finished but needed to change one thing and since opening the project after the first export I have gotten this error message

I have looked this up on google and tried numerous amounts of «fixes» and none of them have worked, I’ve gone into Preferences and disabled the H264 hardware decoding, disabled Mercury Transmit, switched Renderer to Software Only, uninstalling and reinstalling Premiere, and resetting my preferences on opening. The only difference I have noticed with some of these fixes is getting a new error message reading «a low level exception occurred in ae.adbe text gpuvideofilter::getframedependencies», but now I am back to the AEVideoFilter one. I am out of ideas, please let me know if anyone has a fix as I need to finish this project very soon.

I just started using Adobe Premiere and while editing a video I ran into the Low exception occurred in TEXT(AEVideoFilter:15) error. these are the steps that I uses to fix this issue.
My total steps
Removed Most recent Text additions
Edit Preferences — Playback — removed tick for Enabler Mercury Transmit
Tested it again — That did not work
Went back in and added Enabler Mercury Transmit back on
Closed out of Premiere
Closed out Creative cloud from running in the background by pressing (Ctrl — Alt — Delete and choosing to End task)
Reopened Creative Cloud and reset my preference setting by holding Down ALT while I chose open from Creative Cloud WARNING — this will remove personalized preferences on your desktop
I then opened the video I was working on from the Folder it was in and NOT through Adobe Premiere itself
I was then able to add Text to my video again
I do not know if it was all the steps I did or just one specific one. Anyways! Hope this was helpful to you.
